Stone has to stop "The Angel of Mercy," an old Dutch SS officer who has made himself the saviour of the homeless. At first Stone thinks The Angel is killing off the homeless, but then he discovers that the real killer is a (still alive) volunteer at the local shelter who has been selling organs to an organ bank for extra cash. The Angel is truly reformed, and only wants to help the helpless, much his attempt during the Holocaust that ended in the deaths of 18 people. Stone has trouble sending The Angel back to hell, but The Angel makes it easier for him.
